India and Bangladesh finalize long-delayed land swap deal

DHAKA, Bangladesh (AP) — India and Bangladesh on Saturday finalized a much-delayed land swap agreement to settle a long-running border dispute.

The deal — initially reached in 1974 but only recently ratified by India's Parliament — calls for the transfer of 111 border enclaves to Bangladesh in exchange for 51 that will become part of India. More than 50,000 residents will get citizenship after the agreement is implemented.

Relations between India and its smaller neighbor have significantly improved since Bangladeshi Prime Minister Sheikh Hasina promised that her administration would not allow India's separatist insurgents to use the porous 4,000-kilometer (2,500-mile) border to carry out raids in India.

Aided by India, Bangladesh gained independence from Pakistan following a bloody nine-month war in 1971.

Hasina and Indian Prime Minister Narendra Modi, who arrived in Bangladesh on Saturday for a two-day visit, exchanged the ratification documents for the land swap agreement before holding official talks.

Bangladeshi Foreign Affairs Minister A.H. Mahmood Ali said a number of other agreements covering trade, security and connectivity are also expected to be signed, as well a framework for combating human trafficking, counterfeit currency and cooperation for the sea-based "blue economy."

Officials said India could offer a $2 billion line of credit to Bangladesh for infrastructure development inside the country.

Ali said Bangladesh was focusing on better connectivity with India by introducing new bus service with Indian states. India faces difficulties reaching its isolated and impoverished northeastern region, and any passage through Bangladesh could cut hundreds of kilometers (miles) to get to those areas.

Energy-starved Bangladesh is also looking forward to importing 600 megawatts of electricity from India, in addition to the 500 megawatts it currently imports, Ali said.

Separately, Bangladesh signed memoranda of understanding Saturday with two Indian companies to set up power plants for producing 4,600 megawatts of electricity, Bangladeshi authorities said in a statement.

The state-run Power Development Board signed the deals, which are worth $5.5 billion, with Indian companies Adani Power Limited and Reliance Group, the statement said.

Adani Power Limited will invest $2.5 billion to set up a coal-based power plant with a capacity of 1,600 megawatts of power, according to the statement. The Reliance Group will set up another gas-fired power plant with capacity of 3,000 megawatts of power, investing $3 billion.

Bangladesh and India have 54 common rivers and the sharing of water from them is a contentious issue for the countries. Officials say the two leaders will discuss how to effectively deal with the issue.

Unmanned Russian spacecraft 'plunging to Earth'

Moscow (AFP) - An unmanned Russian cargo spacecraft ferrying supplies to the International Space Station is plunging back to Earth and apparently out of control, an official said on Wednesday.

"It has started descending. It has nowhere else to go," an official familiar with the situation told AFP on condition of anonymity, speaking ahead of an official Russian space agency statement expected later in the day.

"It is clear that absolutely uncontrollable reactions have begun."

The official said the descent likely marked the end of the Progress spacecraft's mission although the Russian authorities will contact it again to make sure everything has been done to rescue it.

"We have scheduled two more communication sessions to soothe our conscience," said the official, adding it was hard to predict when exactly the vessel would fall back to Earth.

A Soyuz rocket carrying the Progress M-27M spacecraft with supplies for the ISS successfully launched on Tuesday but communication with the vessel was lost soon afterwards.

A spokesman for the Russian space agency, Mikhail Fadeyev, declined immediate comment.

The loss of the Progress supply ship would be the latest embarrassment for Russia's space programme that has been recently hit by a series of mishaps.

Russian officials said earlier Wednesday that attempts to contact the spacecraft had been unsuccessful, raising fears it could be lost for good.

"There have been no improvements," a mission control spokesman told AFP.

The controllers had on Tuesday opted to change the flight plan and extend the vessel's journey to two days instead of six hours in a bid to fix the glitch.

The mission control spokesman said a decision on the spacecraft's fate would likely be announced later in the day.

The ship had been scheduled to dock with the ISS, where the international crew of six people is awaiting the cargo, on April 30.

The Russian space programme is renowned for having sent the first man into space in 1961 and launching the first sputnik satellite four years earlier, and remains a major source of national pride.

But more recently it has endured a series of setbacks, notably losing expensive satellites and a similar Progress supply ship in 2011.

Shortly after launch, the vessel crashed into Siberia, marking one of Russia's biggest space setbacks.

Deputy prime minister in charge of the aerospace industry, Dmitry Rogozin, who is currently in China, said he was in constant touch with the space agency.

"We're all worrying about our cargo spacecraft," he said on Twitter.

NASA said none of the equipment on board was critical for the US section of the ISS, and that the astronauts have plenty of provisions, enough to last for months.

The Progress was carrying "1,940 pounds (880 kilos) of propellant, 110 pounds of oxygen, 926 pounds of water, and 3,128 pounds of spare parts, supplies and scientific experiment hardware," NASA said.

The next delivery to the ISS is planned by SpaceX's Dragon cargo ship on June 19.

Russia carries out military drills on islands that Japan also claims

MOSCOW (Reuters) - Russia has conducted military anti-landing drills in a Pacific island chain, parts of which are also claimed by Japan, Interfax news agency reported the Russian Defence Ministry as saying on Thursday.

"Units were scrambled as part of large-scale anti-landing drills ... (they) worked on coastal defense from possible sea or air attacks," Interfax cited the press service for Russia's Eastern Military District as saying.

Tokyo and Moscow have been involved in a decades-old dispute over islands north of Hokkaido, known as the Kuriles in Russia and referred to as the Northern Territories in Japan.

Russian President Vladimir Putin said last week he was ready to discuss the issue but blamed Japan for a lack of dialogue.

Japanese Prime Minister Shinzo Abe has previously said that Russian military exercises on the islands are "totally unacceptable".

Weak domestic and external demand, depressed industrial production, and stubbornly low inflation have some analysts worried.

But lets backtrack. While China, Russia, and Brazil have all run into trouble, India had been well positioned for growth for a bunch of reasons: Namely, the impact of falling oil prices on the net-importing country; low exposure to its flailing neighbor, China; the rock-star central bank governor's successful battle against inflation; and pro-business Narendra Modi's election, which boosted investor confidence and sent stocks climbing last year.

But last month, retail and wholesale inflation came in much lower than expected. (CPI inflation growth came in at 5.17 percent year on year, versus expectations of 5.41 percent, while WPI inflation contracted 2.33 percent, more than the expected 2.1 percent.)

Societe Generale's Kunal Kumar Kundu chalks it up to weak demand, noting that domestic demand has remained subdued for the past four years. More recently, rural wage growth has slowed too.

Plus, in that time, "every spurt in domestic demand has been met by the drawing down of inventories rather than an increase in production,” Kundu wrote.

While Morgan Stanley analysts predict a rise in urban consumption and capital expenditure due to "government policy efforts to improve business environment and fast-track the decision-making process," it's pretty likely that Reserve Bank of India governor Rajan will be cutting rates again soon.

After two surprise rate cuts earlier this year, Rajan left the benchmark rate at 7.5 percent last week. The central bank meets again on June 2; but knowing Rajan's affinity for trolling market watchers with off-cycle rate cuts, the cut could be sooner than that.

The flipside of this argument is that India's GDP growth is actually looking pretty strong. In its biannual World Economic Outlook released this week, the IMF predicted that India would grow faster than China in 2015 and 2016.

But remember that India just completely changed the way it calculates GDP — confusing everybody, including Rajan — so it's probably wise to take these numbers with a grain of salt.

In a recent note, Capital Economics' Shilan Shah wrote that for now, it's best to focus on other indicators of economic activity rather than GDP — like those weak inflation numbers.

"While the Indian economy has the potential to match China’s in both its growth rates and in its importance to the global economy, there is a still a long way to go before this is realised," he wrote.

ਮੰਡਲਾ ਦੇ ਡੀ. ਈ. ਓ. ਰਾਮਹਰਸ਼ ਵਰਮਾ ਕਹਿੰਦੇ ਹਨ, ਅਨੂੰ ਦੀ ਸਾਇੰਸ ਦੀ ਸਮਝ ਵੀ ਗਜਬ ਦੀ ਹੈ। ਰਾਜਗੜ੍ਹ ਜ਼ਿਲੇ ਤੋਂ ਕਰੀਬ 50 ਕਿਲੋਮੀਟਰ ਦੂਰ ਸੁਠਾਲੀਆ ਦੇ 10ਵੀਂ ਦੇ ਵਿਦਿਆਰਥੀ ਵਿਨੋਦ ਮੇਹਰ। ਉਨ੍ਹਾਂ ਨੇ ਕੀਟਨਾਸ਼ਕ ਸਪਰੇਅ ਦਾ ਅਜਿਹਾ ਮਾਡਲ ਤਿਆਰ ਕੀਤਾ, ਜਿਸ ਨੂੰ ਪਿੱਠ 'ਤੇ ਲੱਦਣ ਦੀ ਲੋੜ ਨਹੀਂ ਹੋਵੇਗੀ। ਵਿਨੋਦ ਨੇ ਦੱਸਿਆ ਕਿ ਕੀਟਨਾਸ਼ਕ ਦਵਾਈ ਮੂੰਹ 'ਚ ਜਾਣ ਨਾਲ ਪਿੰਡ ਦੇ ਕੁਝ ਕਿਸਾਨ ਬੀਮਾਰ ਹੋ ਕੇ ਮਰ ਚੁੱਕੇ ਹਨ। ਮੈਨੂੰ ਲੱਗਾ ਕਿ ਮੇਰੇ ਪਿਤਾ ਨੂੰ ਇਸ ਤੋਂ ਬਚਣਾ ਚਾਹੀਦਾ। ਇਸ ਲਈ ਅਜਿਹੇ ਮਾਡਲ ਦੀ ਕਲਪਣਾ ਕੀਤੀ, ਇਹ ਕਾਰਗਾਰ ਰਿਹਾ। 
ਛਿੰਦਵਾੜਾ ਜ਼ਿਲੇ ਦੀ ਅਮਰਵਾੜਾ ਤਹਿਸੀਲ ਦੇ ਗ੍ਰਾਮ ਭਜੀਆ ਦੇ ਖੇਤੀਹਰ ਮਜ਼ਦੂਰ ਪ੍ਰਹਲਾਦ ਚੰਦਪੁਰੀਆ ਦੇ ਬੇਟੇ ਹਨ ਵੀਰੇਂਦਰ। ਉਸ ਨੇ ਸਾਈਕਲ ਦੀ ਚੈਨ ਦੀ ਮਦਦ ਨਾਲ ਅਜਿਹੀ ਮਸ਼ੀਨ ਬਣਾਈ, ਜਿਸ ਨਾਲ ਮੱਕੀ ਦੇ ਦਾਣੇ ਕੱਢੇ ਜਾ ਸਕਣ। ਅਜੇ ਤੱਕ ਇਹ ਕੰਮ ਥ੍ਰੈਸ਼ਰ ਨਾਲ ਹੁੰਦਾ ਹੈ। 
ਸਿੱਧੀ ਜ਼ਿਲੇ ਦੀ ਸਿਹਾਵਲ ਤਹਿਸੀਲ ਦੇ ਗ੍ਰਾਮ ਰਾਜਗੜ੍ਹ 'ਚ ਬੱਸ ਕੰਡਕਟਰ ਦੇਵੇਂਦਰ ਪਾਠਕ ਦੀ ਬੇਟੀ ਰਿਤੂ। ਮਿੱਟੀ ਦੇ ਤੇਲ ਦੀ ਬਚਤ ਲਈ ਸਟੋਵ ਦਾ ਅਜਿਹਾ ਮਾਡਲ ਬਣਾਇਆ, ਜਿਸ 'ਚ ਕੁਝ ਦੇਰ ਲਈ ਪਾਣੀ ਦੀ ਵਰਤੋਂ ਹੁੰਦੀ ਹੈ। 12ਵੀਂ ਕਾਮਰਸ ਦੀ ਵਿਦਿਆਰਥਣ ਰਿਤੂ ਸਕੂਲ ਦੇ ਪ੍ਰਤਿਭਾਸ਼ਾਲੀ ਵਿਦਿਆਰਥੀਆਂ 'ਚ ਗਿਣੀ ਜਾਂਦੀ ਹੈ। ਸਕੂਲ ਪ੍ਰਿੰਸੀਪਲ ਆਰ. ਪੀ. ਤਿਵਾੜੀ ਕਹਿੰਦੇ ਹਨ, ਸਾਧਾਰਣ ਪਰਿਵਾਰਾਂ ਦੇ ਇਹ ਬੱਚੇ ਸੀਮਿਤ ਸਾਧਨ-ਸਹੂਲਤਾਂ 'ਚ ਪਲੇ ਹਨ। ਇਹ ਮਾਡਲ ਇਨ੍ਹਾਂ ਦੀ ਪ੍ਰਤਿਭਾ ਦੀ ਇਕ ਛੋਟੀ ਜਿਹੀ ਝਲਕ ਪੇਸ਼ ਕਰਦੇ ਹਨ।
